Don’t submit original documents during Counselling; Register complaint for UGC guideline violation
Counseling sessions in Colleges for admissions in this year have begun. Since, candidates must be readying themselves to attend multiple counseling sessions to find the most suitable option for them, they should be careful about certain important rules to follow.
There may be many institutes who would either hold back the applicant’s original documents or make original document submission a prior condition for seat allocation during the counseling process. This blocks the candidate’s chances for considering admission through other counseling processes, as they do not get their original documents for verification which is a necessary requirement for seat allocation everywhere.
Students must be aware that as per the guidelines by University Grants Commission (UGC), they don’t need to submit their original documents during counseling sessions. UGC is the regulatory body for Universities and also for institutions affiliated to different universities. It is mandatory to follow the UGC guideline for both public and private colleges.
The UGC has notified to institutes that holding of original documents limits the admission options for candidates and therefore it is not approved for the institutes.
The Notification is as follows:
“The Commission is of the view that the institutions/universities, by way of retaining the certificate in original, force retention of admitted students which limits the opportunities for the candidates from exercising other options of joining other institutions of their choice. However it would not be permissible for institutions and Universities to retain the School/Institution Leaving Certificate, mark sheet, caste certificate and other documents in original,” says a UGC notification of April 23, 2007. Another UGC notification of June 2011 says that “by way of retaining the certificates in original and forced retention of admitted students, (institutes) are limiting the opportunities for the candidates from exercising other options of joining other institutions of their choice. As such, it is not permissible for institutions deemed to be universities to retain the School/Institution Leaving Certificate, mark sheet, caste certificate and other documents in original.” Other than UGC, the Ministry of Human Resources Development (MHRD) and Karnataka High Court (HC) also have issued notifications for the same.
To reclaim the original certificate right after verification during the counseling procedure:
- Show your counseling authority the documents ‘during counseling.
- Draft a letter through mail to UGC and HRD ministry on violation of UGC guidelines. The letter should be directed to Prof. Ved Prakash, the Chairman of University Grants Commission (UGC).
- The subject should be stated as: Retention of Original Documents during Counseling.
